Totally incompetent.”</p><p></p><p>Biden has talked openly about battling a childhood stutter in the past, <a href="https://apnews.com/article/joe-biden-us-news-politics-7670c784a29d8cf6e60558156bdd239e" target="_blank">including while running for president in 2020</a>.
