Access to talent pool, IDE and tooling, type system, vendor support, vast opensource ecosystem are all factors. I don't think that Java is best for small/medium projects - I actually prefer Python for rapid development with small teams (1-5 people). But if 50 devs on a project then I am choosing Java. Willing to hear evidence otherwise.
